With this extra var we can run the make target against spoke cluster as well, and would work similar as during install (same values)
With this change we do not need to pass these env vars separately due to the fact we recently pass all env prefixed VP_ to the utility container.
In the new variant way the variable to check for variant/clustergroupname is target_variant. Tested with Akos
