Translate the main README and all 111 algorithm and data-structure READMEs into spoken Telugu (README.tel-IN.md). Technical terms stay in English, as Telugu developers use them; code blocks are unchanged. Link the Telugu version from the English READMEs and from every existing translation that has a language list. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The contributing guide asks for README.xx-XX.md, where xx is the two-letter language code. Telugu's two-letter code is te, so rename all 112 README.tel-IN.md files to README.te-IN.md and update the links in the English and translated READMEs.

It adds a Telugu (tel-IN) translation of the main README and the 111 algorithm and data-structure READMEs, and links them from the English files and existing translations.
