Move Quarkiverse MCP Server to 2.1.0.Beta1 and restrict the endpoint to 2026-07-28 with supported-protocol-versions. Keep discovery and tool list cache hints private and immediately stale. Switch the shared test clients to stateless mode and check the raw HTTP contract in McpProtocolTest.
A test class that injects ToolManager makes the framework advertise tools.listChanged in every QuarkusTest app. The packaged server has no such injection point, so assert it there instead.

What this PR does:
Moves Quarkiverse MCP Server to 2.1.0.Beta1 and serves only protocol 2026-07-28. Older and unknown versions, initialize, sessions, GET, DELETE, and the legacy HTTP+SSE routes are rejected. Discovery and tool-list cache hints are private with
ttlMs0. Shared test clients use stateless mode, andMcpProtocolTestcovers the raw HTTP wire contract.Which issue(s) this PR fixes:
Part of #2625 and #2626.
Verification
Passed: 33 tests, 0 failures, 0 errors, 0 skipped. Formatter checked 1,194 files with 0 non-complying.
Not run locally: the full unit suite and DSE/HCD integration suites. OAuth remains in #2642. The framework still advertises logging, returns 500 when
clientInfohas no name, and returns HTTP 200 with a JSON-RPC parse error for malformed JSON.Checklist
