CCIP Release Changelog Script

[ogtownsend]

• This PR adds a new changelog script/tool to help CCIP release engineers audit the risk and scope of a given release by comparing it to the previous release version
• The script specifically tries to identify changes in the chain-specific repos, as well as the core go.mod and the plugins YAML file
• It prints the results to a .md file
• Slack integration is working and can be triggered to post to a thread from the CLI, but the UX is a bit clunky right now and could use some improvement
