scala engine tests run too slow, use too much ram, and too much disk space.

we should change the test scala engine to return a non-persistant bdb environment.
also, we should have a method for turning off test clusters when we are done with them so they can be garbage collected.
Finally, i think we need to reduce the numbers of iterations in some places and leave stress testing for the perf package.
