Add Punjabi translation to docs.python.org #207

Punjabi is ready to be added to https://docs.python.org, here's a checklist.

@JacobCoffee @jmcshannon psf-salt#669 and docsbuild-scripts#361 are merged. Could you confirm the Salt change is applied on the docs host (or run a highstate), so https://docs.python.org/pa/ redirects to/pa/3/? Thanks!Edit: I just verified that salt deployment is done, sorry for commenting without verifying.

also updated the devguide PR.
