Dev-only dependency bump (criterion 0.7.0 to 0.8.2). The breaking change (dropped async-std support) does not affect this project. MSRV bump to 1.86 is well within the operator's Rust 1.96+ requirement. Looks clean.
Note: this PR includes unrelated changes to docs/proposals.md and deletes docs/proposals/template.md -- these should be in a separate PR to avoid merge conflicts with other open dependabot PRs.
