This PR fixes inconsistencies in what the mouse cursor indicates will happen if you interact with the graph, as outlined in the issue.

Fixes #8151

Testing steps:

  1. Make a basic bar/scatter/line chart and hold shift: the cursor will now change accordingly
  2. Make a graph that cannot be panned (fixedrange: true): the cursor is now just a basic arrow (not a pan cursor)
  3. Make a geo plot: the pan cursor now matches the other trace types; it no longer changes to an arrow when you drag outside the map
  4. Make a gl3d plot: zoom and pan now use the same cursors as the other trace types
  5. Make a graph where one point can be clicked (annotated with clicktoshow): the cursor changes to a hand on hover; the original cursor is now restored when you hover off
