[fix] Improved permission checks for bulk user actions - #599
Bulk user activation and deactivation now enforce the same object-level permissions as individual user edits.
If an administrator lacks permission to modify any of the selected users, the entire action is cancelled without modifying any users, and an explanatory error message is displayed.
UserAdmin.require_confirmation checks change permission for each selected user before showing confirmation or running a bulk action. If any check fails, it reports an error and redirects to the current URL. The denial message links up to ten usernames and truncates longer lists. Tests cover denied owner status changes, allowed owner and superuser changes, and organization-scoped actions.
A concurrent change can let a bulk action modify an organization owner without a valid permission check. Close the permission-to-update gaps before merging; the query cost and test boundary are narrower concerns.

Explanation
The title uses the required "[fix]" prefix and describes the main change: bulk user actions now enforce object-level permission checks. The raw summary and PR objectives confirm the change adds per-user change permission checks to the bulk activate/deactivate confirmation flow, so the title matches the changeset. It also reflects the linked security advisory's subject, though it does not name the advisory itself.
Full details: Description check
Explanation
The description follows the repository template. The checklist is filled in, the linked security advisory is referenced under the existing-issue section, and the description of changes explains the behavior change: all-or-nothing cancellation with an error message. Screenshots are included. Minor gaps: the issue reference is a GitHub security advisory rather than a "Closes #" issue, and the documentation item is marked N/A without a stated reason. These gaps are non-critical.
Full details: Ui Changes, Regression Test, Docs
Explanation
The PR changes the end-user admin UI. openwisp_users/admin.py adds permission-denied error messages with linked usernames and redirects during bulk actions. The PR description includes three screenshots, but all show the new permission-error state. It includes no before image and no screen recording. The PR adds regression tests in openwisp_users/tests/test_admin.py. This is a bug fix, so no new-feature documentation is required, and no documented bulk-action feature was found.
Resolution
Add a screenshot or screen recording that clearly shows the relevant admin UI before the change and after the change. Keep the existing regression tests and after-change screenshots.

We must not assume that the user is trying to perform a malicious operation.
They could be doing a genuine operation. Therefore, in order to not degradate the user experience, I believe we should do this differently:
check whether the user has permission on all the users
if there's any user which is not allowed, return this info in the error message, return up to 10 usernames (if there's more, add …, eg: user1, user2 … ).
Example: No users were updated because you do not have permission to modify these users: user1, user2, …
Organization administrators can only activate or deactivate users
they have permission to edit. If the selection includes a user
they cannot edit, the action is stopped and a message is displayed.

Limit the bulk update to the users the permission loop checked.

Limit the bulk update to the users the permission loop checked.
The permission loop and the update run as separate queries on the same lazy queryset. The update matches users through the OrganizationUser subquery in multitenant_behaviour_for_user_admin, and the database evaluates that subquery when update() runs. A user who becomes an owner of a managed organization during the loop can therefore be updated. has_change_permission would deny that user.
Collect the checked primary keys and update only those rows:

has_more_unauthorized_users = False
+ checked_pks = []
for obj in queryset.iterator():
+ checked_pks.append(obj.pk)
if not modeladmin.has_change_permission(request, obj):
This blocks users who begin to match the queryset during the loop. It does not stop a checked user from changing state before the update, because the check and the update are not in one transaction. Large selections keep every primary key in memory and pass them in one IN clause.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.
Review comment at @openwisp_users/admin.py at line 288:
The bulk update can include users that were not checked if the lazy queryset
changes during the permission loop. In the loop using queryset.iterator(),
collect the primary keys of the users checked, then restrict the queryset passed
to the update function to those keys.

## Security and Auth Rules
- A model permission does not permit access to another organization's data. Begin organization-owned, parent, and related-object lookups with objects managed by the requester; filters may only narrow that queryset, and writes must reject cross-organization relations.

## Contributing Guidelines
- Add or update focused tests for every behavior change. Use test-driven development when the scope is very clear, such as bug fixes or narrowly scoped changes. For new features, tests may be added after implementation, but confirm they fail when key feature code is removed. When a test failure does not clearly state the expected outcome that was not met, add an explicit assertion message.

Make the bulk permission check consistent with the write.
A concurrent OrganizationOwner change can occur after has_change_permission() returns and before queryset.update(...) runs. The bulk action can then modify a user whose current owner status denies the operation. Use coordinated locking or make the update conditional on the same owner restriction and handle rows that no longer satisfy it. Wrapping only the existing check and write in transaction.atomic() is not sufficient unless it also prevents the ownership-change race.

Constrain the bulk action to the rows checked for permission.
The permission pass can skip a selected owner that is initially outside the operator's managed organizations. The later lazy membership subquery can include that owner after a concurrent OrganizationUser insertion. The bulk UPDATE can then modify a row that never passed has_change_permission.

Constrain the bulk action’s update queryset to the rows that passed
modeladmin.has_change_permission during the queryset.iterator() permission pass.
Record each permitted object’s primary key and apply that allowlist before the
bulk update, so a later membership subquery cannot include unchecked owners;
preserve the existing denial and early-exit behavior.

Add a case with exactly ten denied users. Assert that all ten usernames appear, the message has no ellipsis, and the message uses the expected conjunction format. This protects the boundary before the eleventh denial enables truncation.

@nemesifier No unresolved CodeRabbit findings remain. PR #599 is already merged.
All reported CI build, security-analysis, and coverage checks passed. The CodeRabbit check was cancelled.
One human review thread remains open but is marked outdated. It requests the permission-error message behavior described in the final changes.
The saved UI evidence check flagged missing before-change screenshots. That gate was overridden. I have not verified whether the missing evidence was later added.
The cold-cache N+1 concern was accepted as a trade-off, and its thread is resolved.
