Enables running Ansible-based feature verification tests via the test-operator without depending on TCIB-built images.

Other containers have embedded their upper-constraints.txt{,.master} files, I guess we should do the same here.

Also, take a look at the rpms.in.yaml file in other repos (here you can find its reference), it should be here as well.
