fix(theme-classic): show announcement bar immediately when id changes - #12846
When a user dismisses an announcement bar and the site subsequently updates themeConfig.announcementBar.id to announce something new, the new bar was previously not shown on the first page load:
getAnnouncementBarInlineScript only read docusaurus.announcement.dismiss, without comparing the stored docusaurus.announcement.id against the configured announcementBar.id.
Consequently, <html data-announcement-bar-initially-dismissed="true"> was set, hiding the announcement bar via CSS (.announcementBar { display: none; }).
During hydration, AnnouncementBarProvider detected the ID change and reset closed to false, but the HTML attribute remained true, keeping the rendered bar hidden until a second reload.
This change passes announcementBar to getAnnouncementBarInlineScript so it checks whether the stored dismissed ID matches the configured ID before setting the attribute to true, and updates AnnouncementBarProvider to reset the attribute when a new announcement arrives.
Test Plan
Added unit tests in packages/docusaurus-theme-classic/src/__tests__/inlineScripts.test.ts verifying that:
data-announcement-bar-initially-dismissed is 'false' when un-dismissed.
data-announcement-bar-initially-dismissed is 'true' when dismissed with matching id.
data-announcement-bar-initially-dismissed is 'false' when id has changed even if a previous announcement was dismissed.
Ran all existing test suites in packages/docusaurus-theme-classic and packages/docusaurus-theme-common (20 test files, 182 tests passed).

The inline script now checks the configured announcement ID against the stored ID when it sets the initially-dismissed state. The announcement bar provider also sets that state to false when it opens the bar.

Summary
Match dismissal state to announcement ID packages/docusaurus-theme-classic/src/inlineScripts.ts, packages/docusaurus-theme-classic/src/index.ts, packages/docusaurus-theme-classic/src/__tests__/inlineScripts.test.ts
The inline script accepts the configured announcement bar and treats a stored ID mismatch as not dismissed. The call site passes the announcement bar. Tests cover no dismissal, a matching ID, and a differing ID.
Set the initially-dismissed attribute when opening packages/docusaurus-theme-common/src/contexts/announcementBar.tsx
When the provider's existing condition for opening the bar is met, it sets the document root attribute to false before opening the bar.
meta/docusaurus#12842: Updates the same inline script and call site to compare the configured announcement ID with the stored ID.
meta/docusaurus#12838: Changes the same inline-script path and announcement bar provider for the same visibility issue.
meta/docusaurus#12837: Updates the inline script and call site to compare announcement IDs.
Merge Risk: Low · up to d9818
The main visibility fix has two bounded edge cases: certain announcement IDs break initialization, and an early close click can be reverted. These warrant localized fixes or explicit acceptance before merging.

Full details: Title check
Explanation
The title names the fix and its scope: the announcement bar should show immediately when its ID changes, under theme-classic. The raw summary shows the changeset does this. The inline script now receives announcementBar and compares the stored dismissed ID with the configured ID, the provider resets the initially-dismissed attribute for new announcements, and tests cover the changed-ID case. The title is specific and matches the main change, so it passes.
Full details: Linked Issues check
Explanation
Objective [#12646]: when the stored dismissed id differs from the configured announcementBar.id, the first load must show the new bar.
Evidence at head:
inlineScripts.ts: getAnnouncementBarInlineScript now accepts announcementBar. When announcementBar.id is set, isDismissed() reads docusaurus.announcement.id and returns false when it differs from the configured id. Otherwise it keeps the existing dismiss-flag check. This is the comparison the issue requests.
index.ts: injectHtmlTags passes announcementBar to the script. The call is guarded by the existing announcementBar ternary.
announcementBar.tsx: the AnnouncementBarProvider effect now sets data-announcement-bar-initially-dismissed to 'false' on the document root when the id is new or the bar is not dismissed. This covers the post-hydration path described in the issue, where the attribute stayed 'true'.
Tests: inlineScripts.test.ts adds three cases. Not dismissed gives 'false'. Dismissed with matching id gives 'true'. Changed id after dismissal gives 'false'. These cases match the issue's expected behavior.
The provider and inline script use the same storage keys, and the provider resets the dismiss flag on id change. The stored id and dismiss flag therefore stay consistent.
Minor uncertainty, not a requirement failure: a visitor with a dismiss flag of 'true' and no stored id now sees the bar. The issue does not cover this case. The provider writes the id on the next load anyway.
index.ts: passes announcementBar to the inline script. Directly required.
announcementBar.tsx (theme-common): sets the initially-dismissed attribute after hydration. Required by the issue's cause step 4.
inlineScripts.test.ts: unit tests for the new behavior. Supporting tests for the objective. The test file also gains the jsdom environment and beforeEach setup needed to run them.
No unrelated refactoring or feature changes were found in the reviewed diffs.

Cover the matching-ID case with no dismissal flag.
The new tests never store the configured ID without the dismissal flag. The "not dismissed" test leaves the stored ID unset, so it exits at the ID-mismatch check. Removing the === 'true' comparison at inlineScripts.ts:103 would leave all three tests passing. The current code handles this case correctly, so this is a regression-coverage gap.

Escape < in the announcement ID before it enters the inline script.
An announcement id that contains </script> ends the shared <script> element early. The theme and data-attribute scripts in that element then fail with a syntax error, and the leftover text renders in the page body.

Keep the initial ID check from clearing a dismissal made before it runs.
If a user clicks close before the mount effect at lines 67-89 runs, handleClose saves the dismissal. The pending effect then reads the old ID from IdStorage, clears the dismissal, and reopens the bar. Record the current announcement ID in handleClose, or otherwise prevent the effect from overwriting a dismissal made before it runs.
