docs: M3 B2B org import plan and decision log - #5223
Key correction, verified from source (links in the doc): there is one Salesforce org. The "old platform org" is the Organization Service's Postgres table, and the B2B → old "sync" is a Postgres trigger that copies each CRM account under the same Id. An ID-preserving import ("Path A") is therefore impossible; every created or matched company gets its company_external_id rewritten by the ingest tool, lf… companies join the ingest set, and the v4-creation switch moves post-M3 in favour of a scheduled sweep.
State on 2026-10-05: Eric decided that b2b_orgs mirrors every Salesforce Account, not only members; Prabodh assessed the member-service change as small, with no date yet. Before prod, four things are open: the prod OpenFGA tuple for the tool, that member-service change for non-member Accounts, the tool's liveness-403 follow-up for the dead-001… rewrites, and sales-ops time for the mapping.

Walkthrough
Adds a migration plan for importing active-CCLA EasyCLA companies into Salesforce. It describes company identity and eligibility, account matching and creation, per-company import steps, rollout checks, and deferred work.
Changes
Active-CCLA company import
Layer / File(s)
Summary
Company identity and eligibility docs/easycla-ss-migration/m3-b2b-org-import.md
Describes the Salesforce and Org Service ID relationship, the active-CCLA ingest predicate, and routing based on whether a company ID resolves to a live CRM account.
Account matching and company ingest docs/easycla-ss-migration/m3-b2b-org-import.md
Specifies a proposed Apex endpoint for account matching or creation, plus approval, ID updates, ACS scope migration, event-key rewriting, and member-service registration steps.
Rollout and migration decisions docs/easycla-ss-migration/m3-b2b-org-import.md
Records rollout checks, open questions, post-M3 proposals, and decisions about duplicate handling and company identity updates.
The migration plan still needs a way to send companies approved for the same collapse to one Salesforce Account. Resolve that mapping before using the plan for migration.

LFX_Org_Id__c as a unique External ID and require Apex to handle duplicate-value
conflicts by retrieving and returning the existing Account, preserving

§4 field values: record type resolved by DeveloperName (per coderabbitai)
§4/§5 cardinality: one call per distinct company_external_id, rewriting every EasyCLA row that shares it (per copilot-pull-request-reviewer)
§5 step 3: human approval of every domain match before any rewrite (per copilot-pull-request-reviewer, coderabbitai)
§5 steps 6–8: copy every ACS scope carrying the old ID before the rewrite, delete the old scopes after (per copilot-pull-request-reviewer, coderabbitai)
§5 step 1: unfinished orgs resume instead of being skipped (per coderabbitai)
⚠️Pre-existing CI failure:cypress-functional is failing but is unrelated to this PR's changes. The same suite fails on dev (post-deploy run for 73229f4, and 33076cb from #5222). This PR is docs-only. No action needed from this PR.

This skip prevents all 995 already-live accounts from reaching step 9. A live CRM record is not sufficient for Org Lens visibility while member-service still has the Membership-only backfill (also left open at line 93), so an active-CCLA account without that asset can remain unregistered and fail the plan's goal. Route this case through registration instead of terminating it.

§5 step 4: the write must return the approved dry-run result; otherwise the org goes to manual. Flagged by coderabbitai and Copilot.
§5 step 1, §2: companies whose ID already resolves to a live CRM account now run step 9 (member-service POST /b2b_orgs, idempotent on sfid) instead of being skipped. This answers Copilot's review-level finding "Do not skip registration for already-live accounts". Confirmed: the member-service B2B backfill selects only Accounts with a Membership asset (account_repo.go), so non-member accounts would never reach the Organization lens.
§7: the 2026-09-25 entry is extended.
Declined
Line 79, ACS changes during cutover (Copilot): the gap is seconds per org, and the per-tranche Console check catches a lost grant.

LGTM, I'll ship the tool-side items (403->unregistered + POST decides, shared-domain list, registrable-domain matching, suggested existing Account column, ACS roles per old ID, merged overlapping duplicate groups) as one easycla PR this week and re-run the prod audit/dry-run with it.
One thing to settle: for GET-403 groups I plan audit = unregistered (not error, no rewrite) and register POSTing only GET-200 groups by default, 403 groups only behind an explicit opt-in once Prabodh confirms how POST treats excluded Accounts, OK?
- §5: note that step 6 (ACS scope copy) is the import's whole role
handling; point to role-mapping-feasibility.md, #5210 and
M3_ORG_LENS_API.md for how CLA manager, designee and signatory work
in M3; the signatory lens entry stays open.
- Phase 4: sampled CLA managers must still see the company in the
Corporate Console, which finds it through the Org Service profile
(GET /v1/me), not through role scopes.
- §1.1 item 4: starting a CCLA creates the EasyCLA row; reads only do
so until #5227 is deployed (per copilot review).
- Phase 0 / §6 item 6: Prabodh coordinates the prod tuple and the
global-org-admin cleanup while Luis is away; log entry for 2026-10-05.

These rows are presented as a partition, but they total 2,349 active-CCLA companies, while the prod audit immediately below reports 2,333. The Phase 2.1 table also routes all 962 dead-CRM IDs through match/create and then routes 18 dead IDs to manual, so those 18 appear double-counted. Partition the dead-ID population consistently and label whether each count is rows, companies, or external-ID groups; otherwise the review pack and tranche totals cannot reconcile.
Document actual registration and rewrite journal behavior
This does not match the tool: it does not load previous_company_external_id when classifying groups, and the live-ID register route is deliberately stateless and re-posted on every run. Only completed rewrite keys are skipped by the journal. Describe the actual distinction so operators do not expect a completed rewrite or previous_company_external_id to suppress future registration sweeps.
This issue also appears on line 230 of the same file.
Missing/shared websites block only automatic Apex resolution. In the M3 CSV path, an explicit reviewed mapping is resolved before the shared-domain gate, and Phase 5 relies on that behavior for manual rows. Saying these groups always go to manual contradicts the executable flow.

Copilot review overview
🔵 Needs a closer look
Population inconsistencies and unresolved gaps in ID normalization, enrichment tooling, and completion criteria make the execution plan unsafe as written.
Review effort: Balanced Findings: None
Previously missed (5)
In code that hasn't changed since last review
Reconcile inconsistent population totals and category labels
These figures do not reconcile with the preceding population table. The table totals 2,349 companies and 1,975 001… entries (995 + 962 + 18), while this audit summary gives 2,333 total and 1,958 001… companies. Since tranche sizing and review completion depend on these populations, clarify whether the 18 dead-everywhere IDs are included in another category and consistently label rows, companies, IDs, and groups.
Canonicalize stored 15-character company IDs and related scopes
Canonicalizing only the member-service request to 18 characters (already merged in #5236) does not normalize the EasyCLA row. A standalone 15-character company_external_id is still classified as register and left untouched, while member-service/FGA use the canonical 18-character key and GetCompanyClaGroups queries external-company-index by exact SFID (company/repository.go:202-220, v2/company/service.go:1309). It can therefore register successfully but return no CLA groups when the lens calls with the 18-character ID. Add an audit/rewrite route that canonicalizes stored 15-character IDs, including their scopes/events, rather than only canonicalizing GET/POST.
Implement or document automated enrichment candidate generation
This automated enrichment is not implemented by the shipped org-import: inventory reads only company fields plus basic CCLA metadata, and candidate generation uses only normalized company name and the Org Service website (orgimport/eligible.go:68-105, audit.go:78-103). There is no dependency for approval-list domains, ACL-user emails, raw DocuSign data, CRM candidate search, or Clearbit. Because the Phase 1 review pack depends on these candidates, add the missing implementation to Phase 0 with an owner/blocking status, or document the separate executable process that produces them.
Allowing leave here lets Phase 5 finish with an active-CCLA company still lacking a live Account, contradicting the §0 goal and #2750 acceptance criterion that 100% of active-CCLA companies resolve. Keep unresolved rows as import blockers; reserve an accepted leave disposition for the no-active-CCLA population.
The implemented state journal does not record action; StateRecord contains old_id, key, new_id, company_ids, step, ts, status, and err. Correct this contract so operators do not expect the action to be recoverable from state.jsonl alone.
…r the tuple
Phase 0: 403 and dry-run follow-ups done in #5239; prod deploy goes through
the release PR #5240 (dev -> main, 2026-10-07); the prod tuple needs cluster
access, so the request goes to Jordan Evans. Phase 1: 2026-10-06 re-run counts
and the new audit.csv columns; what the tool matches today vs. what it does
not. Prod order-of-operations diagram in §3. Copilot's overview items: §2
counts reconciled against the live audit, step 10 lists the real state-file
fields, `leave` marked as an exception to the §0 goal, 15/18-char handling
stated as the tool does it, Phase 1 item 2 no longer claims enrichment the
tool does not do.

Status 2026-10-08. M3 = member companies (825 groups already in the
lens) manage CCLAs there; M3.1 = every live Account after
lfx-self-serve#3401; M3.2 = Self Serve create flow, then Console
retirement. Phase 4 split into the M3 member tranche (4a, no Salesforce
writes) and the post-M3.1 tranches (4b); Phase 0 rows updated with the
prod tuple, v2.10.0-v2.10.3, acs-cli v0.2.11 and the #3401 ticket; the
2026-10-06 prod dry run with liveness recorded. New open items: the
CLA-manager lens entry (cla_admin, #5210) on the M3 critical path and the
undecided members-only CCLA idea. Decision log for 2026-10-07/08.

| Tool merged and deployed to dev; pure-read company endpoints (#2751) verified on dev | Lukasz | done (`d0601e9`, 2026-09-30) |
| Dev access: Auth0 grant ([auth0-terraform#395](https://github.com/linuxfoundation/auth0-terraform/pull/395)), `team:global_org_admin` tuple, member-service Salesforce password | Michal / platform | done 2026-09-30 |
| Tool follow-up: report a GET 403 as `unregistered`, not `error`, and let the register POST decide (its 404 already routes the group to rewrite); the 15- and 18-character forms of one ID count as one Account. Blocked the dead-`001…` rewrite tranches: a dead ID has no tuples, so its GET answers 403 (§5) | Lukasz | done ([linuxfoundation/easycla#5239](https://github.com/linuxfoundation/easycla/pull/5239), merged 2026-10-06); when every Account answers 403 the tool stops classifying (all-403 guard) instead of guessing, which is what the 2026-10-06 prod dry run shows until the tuple exists |
1. `sfid_b2b == sfid` for every CRM account because the trigger copies the Id. Latency CRM → Org Service ≈ 0–40 min (Stitch interval + trigger).
2. **Importing into Salesforce while keeping an existing ID is impossible.** Salesforce assigns Ids; nothing in LFX ever pushed one in (confirmed again with David, standup 2026-10-01). "Path A" in #2750 is dropped.
3. **Every company we create or match an account for gets a new `company_external_id`.** Only companies whose ID already resolves to a live CRM account stay untouched.
4. Creating an Account for a rewritten company adds a second Org Service row for the same organization: the trigger inserts the new `001…` and the old `lf…` or dead `001…` row stays (the domain linker is not scheduled, nothing deletes it). About 1,290 such pairs after the import, next to the 962 dead `001…` rows the Org Service already serves today. EasyCLA and the Corporate Console follow `company_external_id`, so the rewritten company itself is unaffected. The exposures are the two lookups that search the Org Service by name: the Corporate Console's create-company lookup (`GET /v4/company/lookup`) and the Contributor Console's company search (`GET /v3/organization/search`). Both can return the old row, listed without a CCLA; a user who picks it creates a second EasyCLA company with a dead ID (starting a CCLA creates the EasyCLA row from the Org Service record; until #5240 reaches prod, so does any company-by-external-ID read), and a contributor's CLA-manager request then reaches nobody. That company then shows up as a new group for the monthly batch (§3 Phase 6) and lands on the same Account with a `collapse` decision. Accepted for the parallel window, checked on samples in Phase 4; deleting or renaming orphan rows in the retiring Org Service is not planned. Fallback if ghosts appear: EasyCLA hides the IDs recorded in `previous_company_external_id` from these lookups and redirects the auto-create to the new company.
The recovery contract is inaccurate: inventory planning does not load previous_company_external_id; unfinished rewrites are reconstructed only from state.jsonl. If the journal is lost after rows are rewritten, the new-ID group is classified as register and event/grant cleanup is skipped. Make the journal dependency explicit and avoid saying the attribute drives resume.
Update open questions to place Data Loader bulk in M3.1
The Data Loader bulk is now M3.1 work, not M3 work, per the stage table and Phase 4 split. Keeping “M3 bulk” here reintroduces the old schedule in the open-questions list.
… lens-entry path
Heather confirmed members first on the standup, settled the PDF button
and auto-ECLA toggle (both visible, greyed, with a note) and asked for
the simplest cla_admin product answer. CLA-manager entry into the lens
is M3 scope; section 6 item 11 now carries the recommended M3 path (a
Self Serve gate on the caller's ACS cla-manager scopes, nothing else of
the lens) and moves the cla_admin FGA relation to M3.1.

… Serve
The scopes come from user-service GET /v1/me/permissions with the
caller's own token, not from ACS with a machine token. The org shell
(slug resolver, canonical record, roster documents) is auditor-gated,
so CLA-manager-only organizations take their identity from EasyCLA
GET /v4/company/external/{sfid} and open by SFID; the same shell work
serves the later cla_admin path.

The tool no longer runs only in dev: §0 says it is deployed in prod, and Phase 4a schedules the prod member rewrite before #3401. Only non-member registration is gated by the membership rule, so this stale restriction contradicts the M3 execution plan.
| 8 | Companies without an active CCLA: not imported; rows kept until Console retirement, then only rows with no signature history are exported and deleted (decided 2026-10-02, §3 Phase 7). Heather informed | Michal |
| 9 | Prod deploy of the M3 backend (pure reads + tool). **Done**: [#5240](https://github.com/linuxfoundation/easycla/pull/5240) merged 2026-10-06, released as v2.10.0 on 2026-10-07; v2.10.1–v2.10.3 on 2026-10-08 (Phase 0) | Lukasz |
| 10 | What happened in Salesforce to the ~58k platform-created Accounts that are gone since mid-2023 (bulk delete, merges, clean-up), and does an export or merge log from before that exist? Decides whether the 962 dead `001…` get an exact mapping or the domain route (§1.1). **Answered 2026-10-05** (Mindy, Tori): removed during the 2023 CRM project as non-B2B; the recycle bin keeps records about a month, so no reinstatement — they are reloaded with new SFIDs; sales ops may still have the 2023 files. Domain route it is; the files, if found, improve the matching | Michal / Mindy |
| 11 | **CLA-manager entry into the lens (M3 scope, critical path).** The lens opens only for `b2b_org` writers and auditors: org admins from member-service org settings, membership key contacts, LF staff. The organization selector and every CLA BFF route use that same gate; the CLA page then checks every action against ACS (`/me/permissions/checks`). So today only a CLA manager who is also an org admin can manage a CCLA in the lens; the others keep the Console. Heather (2026-10-08 standup): in M3 scope; for the two product questions, whatever is simpler. Simplest: a CLA manager who is not an org admin sees only the EasyCLA tab of their member organization; org admins keep seeing the tab as today, with the signed-PDF download and the auto-ECLA toggle greyed out and explained ([lfx-self-serve#3405](https://github.com/linuxfoundation/lfx-self-serve/issues/3405), [#3406](https://github.com/linuxfoundation/lfx-self-serve/issues/3406)). **Recommended path for M3 (Michal, 2026-10-08, needs Eric's OK): the gate reads ACS, not FGA.** Self Serve reads the caller's `cla-manager` scopes from user-service `GET /v1/me/permissions?role=cla-manager` with the caller's own token (the same hop as the `/me/permissions/checks` the CLA pages already make; no machine token), takes the company SFID from each `project|organization` scope, adds those organizations to the selector, lets the CLA BFF routes accept this qualification, and shows a CLA-manager-only user nothing but the EasyCLA tab. Checked 2026-10-08, the part that is not small: the organization shell is `auditor`-gated end to end (query-service `b2b_org` documents are private with `access_check_relation: auditor`, member-service `GET /b2b_orgs/{uid}` checks `auditor`, and the slug resolver, the canonical org record and the roster documents all read them with the caller's token), so a CLA manager without a `b2b_org` grant cannot open an organization page today. For those organizations Self Serve takes the name and SFID from EasyCLA `GET /v4/company/external/{sfid}` with the user's token (EasyCLA accepts the `project|organization` scope) and opens the lens by SFID, not by the member-service slug. Reading the `b2b_org` documents with the BFF machine token instead is not an option: the BFF forwards the user's own token ([lfx-object-store-design](https://github.com/linuxfoundation/lfx-skills/blob/main/skills/lfx-object-store-design/SKILL.md)). Non-CLA routes keep the writer/auditor gate, so no CLA manager gains org-wide read (spec 044 Q4). One repo, no model change, no tuples, no backfill, and the lens follows ACS the moment a CLA manager is added or removed; member organizations rewritten in Phase 4a qualify once their rows carry the member Account's SFID. The `cla_admin` design needs the same shell work (qualification, selector entry, EasyCLA-sourced identity, CLA-only navigation), so M3.1 swaps only the source of the qualification. Owner: Self Serve (Luis, Ahmed), behind the M3 LaunchDarkly flag. **Why not `cla_admin` for M3**: it spans four repos (lfx-v2-helm model with Eric's review, version bump, model tests, PERMISSIONS.md; member-service adds `cla_admin` to its three exclusion lists so full-sync publishes do not reap the tuples, #5210 §4.1; a publisher and a backfill; Self Serve selector and gate), and EasyCLA has no NATS or fga-sync path today, so the publisher has no transport. It stays the M3.1 design ([#5210](https://github.com/linuxfoundation/easycla/pull/5210)): backfill in-cluster from `signature_acl` with `user:` subjects from auth-service `username_to_sub`, publisher to be decided, then Self Serve swaps the source behind the same qualification. Interim for prod testing until the gate ships: the testers as writer or auditor on the QA organization only (Prabodh or Jordan) | Michal / Eric / Self Serve |

Thanks Michal. I agree reading ACS is the simpler path for M3. Checked against lfx-self-servemain, a few things I'd want the item to say explicitly:
New hop. Nothing in Self Serve calls GET /v1/me/permissions?role=cla-manager today; the only ACS call is POST /me/permissions/checks. The new call needs the same impersonation token handling as org-cla-permissions.service.ts.
The resolver needs the EasyCLA fallback too. The lens routes already accept an SFID, but org-slug-resolver.service.ts resolves SFIDs through query-service b2b_org with the user's token, so a CLA manager without auditor still fails there, not only in the selector.
No members-only filter. ACS returns SFIDs, and without b2b_org read access Self Serve can't tell which ones are member organizations. As written, the gate also admits CLA managers of non-member, dead-001… and lf… companies, which goes beyond the members-only M3 scope. Is that acceptable, or do we need a filter? If so, from which source?
Members on old IDs depend on Phase 4a. A member company whose rows still sit on a dead or lf… ID has its CLA managers' scopes on that ID too, so they see nothing for their member organization (or a separate entry under the old ID) until the 4a rewrite copies the scopes. The gate's coverage for members is therefore tied to 4a finishing.
Small one: line 266 still says CLA managers get cla_admin for lens entry, which contradicts this item.
…lapse
Lukasz's sheet (76 groups / 147 rows) is ready for review. Checked against
the org-import code: 51 groups can be re-keyed in M3, 24 need a Salesforce
merge (M3.1), 1 needs no import step. Phase 4a now states the export rules
for decisions.csv and map.csv.

The statement that the tool runs only in dev is stale and conflicts with the production Phase 4a rewrite described above. The actual restriction is on registering non-member Accounts before #3401; production rewrites onto already-registered member Accounts are still part of M3. Narrow this sentence so operators do not treat the entire production tool as blocked.
Record the four points from the 2026-10-09 review (new ACS call, resolver
fallback, no members-only filter, Phase 4a first) and fix the §5 roles
sentence that still routed lens entry through cla_admin.

The absolute “every CRM account” claim conflicts with §1.1's own measurement that only 18,539 of 18,540 live CRM Accounts were present in the Org Service. Qualify the invariant to records that have propagated; otherwise this reads as a guaranteed coverage property even though the plan needs a propagation wait and failure path.
Pilot command omits required mapping and state flags
This pilot command cannot exercise the rewrite route as written: rewrite apply is rejected unless both --mapping and --state are supplied. Include the actual required flags so operators do not stop at the precondition check.
Completed rewrites can be re-registered on later runs
This overstates journal behavior. state.Done suppresses only a rewrite keyed by the old ID; after completion the inventory contains the new live ID and classifies it as stateless register, so later runs can post it again. previous_company_external_id is not consulted during classification either. Align this sequence with the stateless-register behavior already documented in Phase 3.

docs/easycla-ss-migration/m3-b2b-org-import.md: the single place for the plan and decision log for getting EasyCLA companies into Salesforce for the M3 Organization lens (story linuxfoundation/lfx-self-serve#2750, cleanup linuxfoundation/lfx-self-serve#2749, linuxfoundation/lfx-self-serve#2751).Key correction, verified from source (links in the doc): there is one Salesforce org. The "old platform org" is the Organization Service's Postgres table, and the B2B → old "sync" is a Postgres trigger that copies each CRM account under the same Id. An ID-preserving import ("Path A") is therefore impossible; every created or matched company gets its
company_external_idrewritten by the ingest tool,lf…companies join the ingest set, and the v4-creation switch moves post-M3 in favour of a scheduled sweep.State on 2026-10-05: Eric decided that
b2b_orgsmirrors every Salesforce Account, not only members; Prabodh assessed the member-service change as small, with no date yet. Before prod, four things are open: the prod OpenFGA tuple for the tool, that member-service change for non-member Accounts, the tool's liveness-403 follow-up for the dead-001…rewrites, and sales-ops time for the mapping.Docs only. Does not touch the files changed by linuxfoundation/easycla#5210.
