Summary
Publish a SHA-256 checksum manifest with each new CLI release and make the release immutable once all signed and notarized binaries are uploaded. This gives the action trusted metadata to verify future downloads.
Existing releases are unchanged. Immutable releases must be enabled before publishing the next CLI version.
