Long-running projected WAL reads currently report stream creation as one phase. Add an opt-in public observer that separates scan planning from execution initialization, while preserving the existing observer API and its original stream path.
The detailed path uses the same ordered scan, batch size, execution defaults and dataset stream adaptation. It adds no timeout, retry or cancellation. This is stacked on #369.
Validation: 69 tests pass with the Lance feature, including real Lance output/order/error equivalence across batch sizes; all-target Clippy with warnings denied and formatting pass.
