Bot adds irrelevant team labels to PRs

Describe the bug

The bot currently adds team labels based on code ownership, which is in the majority of cases not adding the correct teams based on features. For now we should not do this, and find a better way in the future to tag the relevant teams to PRs

@stianst what if we experiment with https://github.com/github/ai-assessment-comment-labeler ? If we manage to make AI to learn the codebase or the history of issues completed and assigned, maybe we have more accurate assignments per team.
