This is a quality of life pull request which splits the existing GitHub Action workflow into two distinct workflows:
qualityruns for all pull requests continuously as updates are made.releaseintegratesrelease-pleaseto facilitate the release process, includingnpmpublishing.Note that the trusted provider integration with
npmmust be updated to account for the workflow file name change before tarball publishing to the registry will work. That can be done after this pull request is merged, but before the release PR is merged.
