Align adapter CI and documentation around a versioned contract

Summary

Adapter authors currently receive contradictory requirements from the guides, structural validator, review prompt, skills, and floating Harbor templates. This change makes the local agent guide the versioned contract and loads it into AI reviews from the trusted base checkout, recording the exact revision.

Validation

• 11 regression tests pass with Python 3.12.
• Actionlint passes with ShellCheck disabled; enabling ShellCheck reports only the pre-existing SC2086 warning in the adapter-validation invocation.
• Compared affected checks across all 85 existing adapters: errors unchanged. Added warnings: 46 insufficient-run findings and one unsupported cost type.
• Trusted-guide output round-trip and git diff --check pass.
