I am going to debug this further, but it's going to be tricky and time consuming so I don't want to block the feature.
For now I'm confident the feature works as expected, and this test works locally.

We are going to trial using the Auxia API for deciding when to display the banner.
This requires the user's browserId. We can only do this if the user has targeting consent.
This PR also introduces a new AB test,
growth-auxia-banner. We only send the browserId if the user is in the variant.SDC PR: guardian/support-dotcom-components#1579
