Removes the Pub/Sub acceptance test that has been skipped since 2022 for grpc/grpc#29706. It can't run anymore: it calls
Project#topics, which google-cloud-pubsub 3.x removed, and example.com now answers with HTTP 405 (UNKNOWN), not UNIMPLEMENTED.Refs #18275
