Add an ASCII art banner for Tic Tac Toe

Context

Every other game opens with a proper ASCII banner. Tic Tac Toe gets a plain box
from the generic banner() helper, so it looks unfinished next to the others.

What to change

File: arcade/art.py — add a TICTACTOE_BANNER constant
File: arcade/games/tictactoe.py — in play(), replace
print(art.banner("TIC TAC TOE")) with print(art.TICTACTOE_BANNER)

Match the style of GUESS_BANNER and HANGMAN_BANNER above it. Use a raw
string (r"""...""") so backslashes are left alone.

Generate one at patorjk.com/software/taag —
the "Small" and "Standard" fonts match what is already there.

Keep it under 60 characters wide or it wraps on a small terminal.

Acceptance criteria

• TICTACTOE_BANNER exists in arcade/art.py
• No line is wider than 60 characters
• It is a raw string, like the banners around it
• Tic Tac Toe shows it instead of the plain box
• python3 -m pytest passes
• ruff check . passes

How to verify locally

python3 -m arcade     # choose Tic Tac Toe, look at the banner
# then resize your terminal narrower and check it does not wrap badly

Difficulty

Beginner. No logic, just presentation — and the result is immediately visible.
