Removed section leaves broken links in referencing document

The #branch-naming SpecSection was removed from code-submission.mdx, but opening-a-pr.mdx still links to it in two places (step 1 and the "Referenced Standards" list). These are now broken anchor links. Additionally, that playbook's step 1 still instructs contributors to follow the removed branch naming convention, making the guidance itself stale and contradictory.

Changes look good to me, please just address the Cursor comment about the broken anchor link.
