…weaken rule Adds the "Manual only" mode (policy lists only, no classifier, no scan fee) to the feature page, billing notes and error reference, spells out that enforced teams may raise but never lower the mode per request, and brings the OpenAPI mode enum in line with the API (manual-only, zscaler).
