Adds phonometry to Transformations - General DSP.

Why it is awesome: it implements acoustic metrics from the text of their governing standards (IEC 61672-1 sound level meter quantities, IEC 61260-1 fractional-octave filters, ISO 532-1 loudness, ISO 717 insulation ratings, and many more across room, environmental and underwater acoustics), and the standards' own worked examples are transcribed into the test suite: 427 numerical conformance checks against 278 referenced standards run in CI, with the per-check report published alongside the documentation (https://jmrplens.github.io/phonometry/reference/conformance/). That makes it useful across several research fields where results have to be defended against a tolerance table rather than eyeballed.

It was previously published as PyOctaveBand (same maintainer; the old package is now a transition stub). One link, one PR; the package counter is bumped. Disclosure: I am the author.
