chore: Upgrade gh-aw workflow and regenerate lock files#4542

Ran `gh aw upgrade`, which bumped the upstream `githubnext/agentics` repo-assist template and the pinned action versions (`actions/github-script` v8 → v9, `gh-aw-actions/setup` to v0.68.7). Kept local `every 24h` schedule override from #4433 during three-way merge (upstream moved to 12h).
