Bump the uv version pinned in
ci.yamlfrom 0.7.3 to 0.13.4, which fixes GHSA-hq85-5cpj-mr62. Older uv versions trust a root CA whose intermediate has been compromised, and Astral recommends upgrading immediately.release.yamlsets no uv version, so it already installs the latest release.uv lock --checkpasses with 0.13.4.The same change for execution-specs is in ethereum/execution-specs#3880.
