Summary

Close out the terminal service-tier provenance repair from #18 after its verified merge and deployment. This PR changes only OpenSpec documentation and archive locations.

Type of change

Related to #18.

OpenSpec

  • This PR archives the completed OpenSpec change.
  • No new runtime behavior, wire format, schema, or configuration changes.

Archive: openspec/changes/archive/2026-09-14-fix-terminal-service-tier-provenance/.

Both delta requirement blocks were already present verbatim in the normative specs. Archival used --skip-specs to avoid applying them twice; validation was not skipped.

Changes

  • Complete the release checklist and archive all six change artifacts.
  • Correct the runbook's entitlement, scheduling, and proxy-regression claims. Successful-terminal tiers are reported metadata; unmatched direct/proxy runs do not isolate a proxy defect.
  • Keep diagnostic comparisons free of credentials, account identifiers, prompts, and response bodies.

Test plan

  • openspec validate --specs --strict --no-interactive: 39 passed, 0 failed.
  • openspec validate fix-terminal-service-tier-provenance --strict --no-interactive: passed before archive.
  • openspec archive fix-terminal-service-tier-provenance --yes --skip-specs: task status complete, archive succeeded.
  • ruff check ., ruff format --check ., and ty check: passed; 838 Python files already formatted.
  • Reviewed the complete seven-file rename/documentation diff. Runtime, tests, dependencies, and build configuration are unchanged from fix(proxy): preserve terminal service-tier provenance #18, so the full application suites were not rerun for this documentation-only closeout. The implementation proof remains recorded on fix(proxy): preserve terminal service-tier provenance #18.
  • Current-head GitHub CI and Codex review must pass before merge.

Checklist

  • Conventional Commit title and related PR linked.
  • No new runtime logic requiring regression tests.
  • Relevant local static and OpenSpec checks passed.
  • CHANGELOG left unchanged for release-please.

Archive the verified PR 18 change and complete its release checklist. Correct operator guidance so reported tiers and unmatched probes are not treated as entitlement or scheduling proof.
