This is required in preparation for rules_distroless bzlmod API.
Use the new bzlmod API for generation of the sysroot.
This enables simple creation of hermetic tools.

This PR makes developer tools like the LLVM toolchain and coverage report script hermetic.
For the moment these are the two big known tools that lack hermeticity.
Further tools may be fixed using the same infrastructure.
