Summary

Add isIssue and isPullRequest filters to the inactivity, author-action, and community-contribution handlers. Exclude dependabot[bot] from community-contribution labeling. This matches the dotnet/runtime event filters.

The warning messages and 14-day inactivity periods remain unchanged. This change does not add a policy-bot exclusion.

Context

Related to #7569, where the policy bot repeatedly added and removed no-recent-activity. This PR aligns the event filters with runtime

🟢 Approval recommended

The filter additions are consistent with existing policy syntax in this repo and directly address the issue/PR event-type ambiguity without changing timing or messaging behavior.

Pull request overview

Updates the repository’s policy-bot event filters so that “remove no-recent-activity” responders correctly distinguish between issues and pull requests, aligning behavior with dotnet/runtime and preventing label churn.

Changes:

  • Add isIssue to the Issue_Comment responder that removes no-recent-activity for issues.
  • Add isPullRequest to the PR-related responders that remove no-recent-activity (PR update, PR comment, PR review).
