Summary

Three HTML comment blocks marked TODO(dvdksn) were left in content/manuals/scout/policy/remediation.md since December 2023, describing Scout features that were not yet supported at the time and have never shipped. Removed all three blocks; the surrounding prose is coherent and complete without them.
