Run conformance test suite with openstack-cloud-controller-manager enabled #26
first step is to enhance kubetest to be able to run local-up-cluster.sh. of course we should be able to pass the env vars needed to setup the openstack cloud provider too.

Found one problem (without switching on openstack cloud provider) - kubernetes/kubernetes#59677
