Read display property from /userSettings so the system setting is used as a fallback when the user has not set one, and upgrade @dhis2/analytics and @dhis2/ui so the org unit tree receives and applies the display property. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Description
The org unit tree always showed
displayName, even when the analysis display property was set to short name.Three changes were needed:
OrgUnitDimensionnow passesdisplayNameProptoOrganisationUnitTreeasdisplayPropertyOrganisationUnitTreesupports thedisplayPropertyprop/userSettingsinstead ofme.settings.me.settingsonly contains values the user has set explicitly, so a system-level short name setting was ignored for users without their own setting./userSettingsfalls back to the system setting.Note: since the system setting is now respected, users who relied on the fallback will see short names wherever DV uses the display property (dimension panel, dialogs, downloads), not only in the org unit tree.
