Build differ for amd64 and arm64, push to Hub - #498

The differ image was amd64-only, so it could not run natively on arm64 hosts, and reached Docker Hub only via versioner copying it from ECR. secure-docker-build now builds both platforms and, given Docker Hub credentials, pushes cyberdojo/differ:<tag> from the same build as ECR, so both hold the digest Kosli attests.
