docs: prepare CLIProxy Providers 0.1.1 release

Summary

• replace English and Simplified Chinese public READMEs with installation, use, configuration, permissions, limits, troubleshooting, and license guidance
• document maintainer-only development and GitHub prerelease steps in AGENTS.md
• bump package and CordisX descriptor metadata from 0.1.0 to 0.1.1

The public Marketplace v3 entry does not yet contain an artifact. The README makes CLI installation conditional on the catalog owner adding this verified release artifact and directs users to the GitHub prerelease until then.

Verification

• npm run check (93 tests: 92 passed, 1 intentional skip; consumer typecheck, build, lint, stylelint, and format checks)
• npm pack --dry-run
• real archive inspection: standard package/runtime manifests, browser module, provider service, managed gateway, every declared runtime resource, and both READMEs are present
