Improve sync behaviour
Block proposals are now synchronized to wait until their target slot's start time before being committed and published. This ensures proposals don't get committed prematurely. Includes a test verifying that proposals enqueued before the slot boundary are held until the boundary is reached.
Fix signature test, publish block in the target slot
