Fix remaining SQLAlchemy 1.4 doc link to 2.0 in config.yml

PR #69200 updated the other eight en/14 → en/20 links but missed this one in config.yml. Closes #69164.

• Always keep your Pull Requests rebased, otherwise your build might fail due to changes not related to your commits.
