The `test-required-workflow.yml` workflow is no longer needed and has been removed to clean up the CI configuration.
This change consolidates the CI configuration by moving the `commit_message_based_labels` workflow into the main `dev-infra` workflow as a new `pull_request` job. The standalone `commit-message-based-labels.yml` file is now removed as it is no longer needed.
