Replace Black with Ruff's formatter and update the remote Ruff hooks to v0.16.6. Modernize the configuration for Python 3.11, apply the required lint and formatting fixes, and update CI labeling and the README.
Preserves the remote pre-commit setup, uv dependencies and lockfile, and mypy configuration.
Validation: 200 tests passed (99% coverage), all pre-commit hooks passed, and portable lockfile validation passed with
UV_NO_CONFIG=1.
