Summary

• Upgrade WebGPU GroundAtlas dogfood from groundatlas@0.1.2 / SylphxAI/groundatlas@v0.1.2 to 0.1.3 / v0.1.3.
• Add fleet-markdown-report-path assertion and upload to the groundatlas-package-dogfood artifact.
• Assert the Markdown scorecard title and adopted fleet summary.
• Update repo docs/manifests/tests so project.manifest.json remains the vendor-neutral SSOT, .doctrine/project.json remains the Sylphx adapter, and generated JSON/Markdown reports remain evidence/read models only.

Validation

• bun -e '<project-control assertions equivalent to test/project-control.node-test.mjs>' passed locally. This Mac's /opt/homebrew/bin/node is a Bun wrapper, so exact node --test test/project-control.node-test.mjs is left to GitHub Actions' Node setup.
