   This ticket actually requires a lot more thinking.

   We need:

   • scenarios that we can run by the SME about visa's, sometimes indefinite sometimes not, for multiple identities
   • how the visas in the movements table relate to the visa's in the visas table (is or the other enough or is one or the other the authority ?)

    In conversation with @robholmesnz @lamorrison @dlouise64 @mischa-s we have determined that we can make MVP without using the full visa table, this does not account for somebody changing current visa, however we need more context from SME in order to know how to implement this properly. How does bruteforce handle this?
