Implements horizontal scrolling by click-and-dragging for the FeaturedTags component and SearchMenu tag lists. Addressed previous code review by applying the useHorizontalScroll composable to the appropriate elements via ref. Kept dependencies strictly clean, removing import-in-the-middle. Tested and visually verified with Playwright that click-and-drag works as intended.
