Browser environments do not need jsdom!

Why is it only a peer for some versions?

It's not a full dependency, it's a peer and a dev dependency. Blockly has no full dependencies at all; the PR you linked removed JSDOM as a full dep, and we haven't added it back. It was added as a dev dependency to accommodate running the tests under Node. Is that causing issues for you or getting bundled into your app somehow?
