…ailures The LLM Gateway liveness probe was hardcoded to the US gateway; route it to the EU gateway when --region eu, defaulting to US (the pre-flight runs before login, so --region is the only region signal). Also retry any Down health-check result up to 3 times so a single network blip doesn't read as an outage; real Statuspage 'degraded' signals are not retried. Adds a 'wizard: service disruption shown' event (severity blocking/warning + the affected services) fired once per run at the two points the outage or warning surfaces — store.setReadinessResult (TUI) and the agent-runner readiness branches (CI). describeDisruption centralizes the payload.
