Update UK reproducibility bundle

Summary

• update the bundled UK release manifest and optional dependency to policyengine-uk 2.88.14 / policyengine-uk-data 1.55.5
• record the UK data-build fingerprint used by policyengine-uk 2.88.14 so offline import certification can pass when the private HF manifest is unavailable
• install Quarto in the push docs job so main documentation deploys can build
