household_weight is calibration-owned: input-parity classification #427

The archived export's weight vector (nonzero share 0.226146) is a finished calibration output, not a source input; populace attaches calibrated weights after the input-parity gate runs, so the candidate layer is structurally all-zero at gate time. Weight integrity is enforced by the typed WeightKind lineage, the weights audit (#300/#301), and the release manifest's calibrated-weight checks. Swept into nonzero_shares by #399's blanket export-column expansion; first exercised at full scale by Build M sparse (2026-07-14). Permanent-by-design exemption — this issue exists as the register's tracking link and to revisit if the export layer ever starts carrying pre-calibration weights.
