Add BEA regional state wage components

Summary

• add BEA regional SAINC5N line 36 contributions for government social insurance for all US/state rows
• add BEA regional SAINC5N line 42 residence adjustment for all US/state rows
• update source-package tests and counts for the expanded BEA regional state package

Microplex impact

• built package-only bundle at /tmp/arch-bea-state-wage-components-20260529
• reran Microplex pe_native_broad 2024 coverage with existing Arch main bundles plus the new package bundle
• coverage improves from 170/220 to 171/220 cells
• employment_income_before_lsr improves from 1/2 covered cells to 2/2; state coverage is now BEA-backed
