FMIL was a copy of FMI Library 3.0.4 with a handful of OpenModelica patches. Those now live on the om/3.0.4 branch of OpenModelica/fmi-library, which is added as the fmi-library submodule. The top level include/ directory that the build assembles out of FMIL's scattered headers is now created in the build tree instead of the source tree, so that the submodule stays clean.
