It looks like it resets the left size panels but not the right side panels. Or maybe I just somehow got the ai panel stuck. |

This PR adds a help menu to the controls bar, indicated by a circled question mark icon. For now, this menu only contains a button to show the tutorial. When the user documentation is done, we will also put a link to the docs in this menu.
One thing to note is that starting the tutorial will reset the panel configuration so that the tutorial popups will appear next to the proper panels.
