actions/checkout now refuses to check out fork PR code from a pull_request_target workflow unless `allow-unsafe-pr-checkout` is set, which has made CI fail on every PR from a fork (e.g. #276, #278). This is safe here: both jobs only read files from the `untrusted-pr` checkout (xrefcheck and codeowners-validator, the latter built from the trusted base), and never execute anything from it. Also stop persisting the token into that checkout, since nothing needs it.
`actions/create-github-app-token@v3` deprecates the `app-id` input in favour of `client-id`. Read the Client ID of the nixos-org-app GitHub App from the new `CLIENT_ID` repository variable. The `APP_ID` secret is still needed by codeowners-validator in ci.yml.
