Using the Ubuntu configuration on the test branch is a known good general starting point. This configuration will be pared down and refined in future commits in order to reduce build time while still retaining some degree of hardware flexibility for the test cluster. - Add ci/Dockerfile: Ubuntu 24.04 toolchain, rustup nightly, gawk tap-summary, espeer/buildroot nova-test tree under /opt/buildroot. - Update Jenkinsfile: GitLab CI image default, NFS BUILDROOT_OUT (make O=), Summarize/Post TAP stages, pod scratch volume and nova-ci container.
- Document public remote, fork push, and gh pr create against NVIDIA/nova. - Point test-infra and workflow links at github.com/NVIDIA/nova. - Add Blossom Jenkins pointer; note GHA vs internal CI. - Fix typo (Merges::).

Dummy change to trigger Blossom after
nova-testpicked up the merged Jenkins pipeline (ci/blossom-nova-agent). Safe to close once the new pipeline is verified.
