NRL-2015 Reject v2 requests if they don't have permission to interact with the endpoint being called

BIG TODO:
cannot trust lambda function name to contain full interaction name - for long environments this gets concatenated e.g. "nhsd-nrlf--perftest-1--api--producer--searchPostDocumentReferenc" 😬
find somewhere else to get this info from: URL -> interactions map?
